A．如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined？certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B.？投標人應為所投貨物的制造商或授權代理商。如果投標人是代理商，則須提供制造商有效授權書。如果投標人是制造廠商所在集團內(nèi)負責銷售的公司，投標人應提供聲明，說明投標人與制造廠商隸屬同一集團，負責投標貨物的銷售工作。
The bidder shall be the manufacturer？or agent of bid goods. If？the bidder is an agent, it shall provide a valid Letter of Authority from Manufacturer.？If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.
投標文件中提供制造商授權書的中標候選人，應在中標候選人公示后 *個工作日內(nèi)將制造商授權書原件（簽字或人名章或公章均須為原件，不接受掃描打印文件）送達招標人聯(lián)系人進行核驗，對于國外制造商授權書原件，投標人提前準備以滿足核驗原件期限要求。投標文件中提供的制造商授權書可在制造商官方網(wǎng)站上查詢并核驗一致的或紙質(zhì)投標已遞交制造商授權書原件的，可免于送交原件核驗。核驗結果不一致的，將按照提供虛假投標資料處理；未能在規(guī)定期限內(nèi)提供原件的，將視為不如實提供材料處理。上述兩類情況將取消中標候選人資格及中標資格，并按照中國海油相關制度規(guī)定給予禁用等處理。

投標產(chǎn)品制造商應取得覆蓋本次投標產(chǎn)品且有效的《中華人民共和國特種設備生產(chǎn)許可證》（壓力管道元件制造）及《特種設備型式試驗證書》（壓力管道元件）并在投標時提供掃描件。
The manufacturer of the bidding product shall obtain a valid "Production License of Special Equipment People's Republic of China" (for the manufacture of pressure pipeline components) and a "Special Equipment Type Test Certificate" (for pressure pipeline components) that cover the bidding products, and the scanned copy of the original shall be provided during bidding.
投標人必須提供所供防爆電子式儀表的國家授權防爆認證機構頒發(fā)的《產(chǎn)品防爆合格證》。國家授權防爆認證機構包括NEPSI、CQST 和PCEC，也包括由國家認證認可監(jiān)督管理委員會授權的國際權威認證機構，如：IECEx、ATEX等。

****年*月*日至投標截止日（以合同簽署時間為準），投標人所投產(chǎn)品制造商應具有至少*個SMPO裝置的金屬硬密封調(diào)節(jié)球閥的供貨業(yè)績，且一個業(yè)績須同時滿足至少*臺閥門尺寸不小于**吋Q-trim閥芯結構的V型球閥和至少*臺不小于ANSI ***BL、閥門尺寸不小于*吋的帶有防汽蝕功能的調(diào)節(jié)球閥的技術要求。如投標人為制造廠商所在集團內(nèi)負責銷售的公司，需提供該制造廠商的業(yè)績。
業(yè)績要求中的產(chǎn)品的系列或型號須與本次投標產(chǎn)品的系列或型號相一致。
From January *st, ****？to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied？by the bidder shall have？at least one contract？of supply？performance？of Special Control Ball？Valve？of？SMPO？Plant, and one contract？of supply？performance？shall meet the technical requirement？of？at the same time:？at least one V-shaped ball valve with a valve size of not less than **？inches？Q-trim？type, and at least *？sets of？not less than？ANSI ***BL control ball valves with？anti-cavitation function？with valve size not less than * inches. If the bidder is a company responsible for sales within the manufacturer's group, the performance of the manufacturer shall be provided.
The series or model of the product in the performance requirements must be consistent with the series or model of the bidding product.
投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復印件和用戶簽字或蓋章的到貨驗收材料。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應有雙方蓋章，國際貿(mào)易合同應有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱、閥門尺寸、V球閥芯結構（Q-trim）、ANSI（***BL）、帶防汽蝕功能。
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應提供相應的已到貨訂單，訂單內(nèi)容或編號應與年度協(xié)議相關聯(lián)。同一個年度協(xié)議下提供*個或以上的訂單及與訂單對應的到貨驗收材料均算為*個有效業(yè)績。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract and？acceptance evidence of goods delivery signed or sealed by the user.？The？reference evidence documents furnished by？Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods,？valve size, V Ball Valve core structure (Q-trim), ANSI（***BL）and with anti-cavitation function.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence？under the same annual agreement is considered as one valid performance.
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認定滿足上述業(yè)績要求的，均視為無效業(yè)績。？
