項目概況:招標人正在建設丙烯酸酯和高吸水性樹脂新材料項目，現計劃采購輸送系統成套設備設施。投標人應滿足下列要求：輸送系統成套設備設施應整體布局合理，自動化程度較高、能耗低的要求，降低運行成本。輸送系統工序完善，工藝設備先進；按當前同類產品先進水平設計、制造；能夠與各單元有機結合，運行順暢。整套系統安全可靠，操作安全條件良好，配備合理安全防護措施、在線監測、系統報警。
資金到位或資金來源落實情況:自籌資金，資金來源已落實。

*、投標人資格要求
投標人應具備的資格或業績:（*）投標人是響應招標、已在招標機構處領購招標文件并參加投標競爭的法人或其他組織。任何未在招標機構處領購招標文件的法人均不得參加投標。
The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.
（*）凡是來自中華人民共和國或是與中華人民共和國有正常貿易往來的國家或地區（以下簡稱“合格來源國/地區”）的法人均可投標。
This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).
（*）與招標人存在利害關系可能影響招標公正性的法人不得參加投標。
Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
（*）接受委托參與項目前期咨詢和招標文件編制的法人不得參加受托項目的投標，也不得為該項目的投標人編制投標文件或者提供咨詢。
Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.
（*）單位負責人為同一人或者存在控股、管理關系的不同單位，不得參加同一招標項目包投標。
Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package.
（*）只有在法律上和財務上獨立、合法運作并獨立于招標人和招標機構的供貨人才能參加投標。
The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.
（*）投標人應當于招標文件載明的投標截止時間前在機電產品招標投標電子交易平臺（網址：https://www.chinabidding.com）成功注冊。否則，投標人將不能進入招標程序，由此產生的后果由其自行承擔。
Bidders should successfully complete the registration on http://www.chinabidding.com (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.
（*）中國境內投標人須提供的營業執照副本復印件；中國境外投標人的公司須提供注冊證明文件復印件。投標人為中華人民共和國以內企業的（不含港澳臺地區，下同），復印件需加蓋公章；國外的（含港澳臺地區，下同）只需被授權人簽字。
Copies of business licenses shall be submitted by domestical bidders, and copies of registration certificates shall be submitted by bidders abroad. Sealing with company stamp for domestic bidders, while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
（*）投標人必須是輸送系統成套設備設施的制造商，并具有設備集成能力。本項目不接受代理商投標；須提供“制造商資格聲明”（格式見第一冊第四章格式IV-*-*）。
The Bidder shall be professional equipment manufacturer of the conveying system, be possessed of equipment integration. No agent is accepted to participate in the bid. “Manufacturer Qualification Statement” shall be provided (the format is as per IV-*-* in Chapter IV of Volume I).
（**）投標人須提供加蓋投標人公章的在有效期內的質量管理體系認證證書的掃描件。
The bidder shall provide scanned copy of the Quality Management System Certification，sealing with company stamp for domestic bidders, while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
（**）投標人具有良好的銀行資信，企業財務狀況良好，具備履約能力，無不良經營行為。投標人須提供投標人開立基本賬戶的銀行開標前*個月內所開具銀行資信證明或經會計師事務所審計的****-****年度財務審計報告復印件。投標人為中華人民共和國以內企業的（不含港澳臺地區，下同），復印件需加蓋公章的；國外的（含港澳臺地區，下同）只需被授權人簽字。
The Bidder shall have good bank credit, good financial status, ability to perform contracts, and no bad business practices. Bidders shall provide the original Credit Certificates within * months before the bid opening issued by the bank where his basic account is open, or the copy of Annual Audit Reports of ****-**** with its company sealing for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
（**）投標的投標代表須提供法定代表人授權書（格式見招標文件第一冊第四章，格式IV-*）、法定代表人身份證明書及被授權人的身份證明（身份證）；如負責本次投標的代表為該公司的法定代表人，須提供有效的該公司法定代表人身份證明書和該法定代表人的身份證明（身份證）。
Power of Attorney of legal representative (the format is as per Section * Form IV-*,ITB Volume One), Certificate Identity of legal representative and the Identification Card of the authorized representative shall be provided; if the authorized representative for the bid is the company’s legal representative, the qualified company’s legal representative certificated and his Identification Card shall be provided.
