A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投標人應為本次投標所投產品的制造商或者授權代理商。如果投標人是代理商，則須提供制造商有效授權書；如投標人為制造商同一集團負責銷售投標所投產品的全資子公司、控股子公司（投標人應提供制造商或其上級公司證明上述事項的證明文件），則視投標人為制造商。不能再將此貨物同時授權給其他投標人參與投標，否則相關的所有投標將被拒絕。
The bidder shall be the manufacturer or agent of the bidding products. If the bidder is an agent, a valid Letter of Authority from Manufacturer shall be provided. If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.
如果投標人是代理商,應具有****年*月*日至****年**月**日氣動滑板閥（刀閘閥）的銷售業績，并提供相關業績證明文件。業績證明文件包括但不限于銷售合同復印件，至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、制造商名稱、貨物名稱。未提交業績證明文件，或通過所提供的業績證明文件無法認定滿足上述業績要求的，均視為無效業績。
If the bidder is an agent, the bidder shall have sales performance of pneumatic Slide Gate Valve (Knife Gate Valve) from January *st, **** to December **st, ****, and provide corresponding documentary evidence. The sales performance documentary evidence includes but not limited to a copy of the sales contract, which should at least reflect the following contents: the date of contract signing, the contract signing page (domestic trade contracts should have signatures？and？seals from both parties, international trade contracts should have signatures or seals from both parties), the name of the manufacturer, and the name of the goods.？If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
投標文件中提供制造商授權書的中標候選人，應在中標候選人公示后 *個工作日內將制造商授權書原件（簽字或人名章或公章均須為原件，不接受掃描打印文件）送達招標人聯系人進行核驗，對于國外制造商授權書原件，投標人提前準備以滿足核驗原件期限要求。投標文件中提供的制造商授權書可在制造商官方網站上查詢并核驗一致的或紙質投標已遞交制造商授權書原件的，可免于送交原件核驗。核驗結果不一致的，將按照提供虛假投標資料處理；未能在規定期限內提供原件的，將視為不如實提供材料處理。上述兩類情況將取消中標候選人資格及中標資格，并按照中國海油相關制度規定給予禁用等處理。
The winning candidates who provide the Manufacturer's authorization letter in the bidding documents shall deliver the original of the Manufacturer's authorization letter (the signature, personal seal or official seal must all be the original. Scanned or printed documents shall be rejected) to the contact person of the tenderer for verification within * working days after the public announcement of the winning candidates. For the original authorization letter from the foreign manufacturer, the bidder should prepare it in advance to meet the deadline requirement for verification of original. If the original manufacturer's authorization letter has been submitted in the paper tender, it is not necessary to submit the original for verification. If the verification results are inconsistent, it shall be deemed as providing false bidding materials. Failure to provide the original documents within the prescribed deadline shall be deemed as false provision of materials. The above two types of situations will result in the disqualification of the winning candidate and the winning bid qualification, and will be dealt with in accordance with the relevant regulations of CNOOC, such as being banned.

投標人本次投標所投產品的制造商須具有有效的涵蓋本次投標產品的特種設備型式試驗證書（壓力管道元件）。投標時需提供證書原件掃描件（原件備查）并可在全國特種設備公示信息查詢平臺（https://cnse.e-cqs.cn/info-pub/pub）或行政主管部門網站核實。
The manufacturer of the bidding products shall obtain a valid “Special Equipment Type Test Certificate” (Pressure Piping Component) covering the bidding products. A scanned copy of the original certificate must be provided (for future reference) in the bidding document and can be accessed on the National Special Equipment Publicity Information Query Platform（https://cnse.e-cqs.cn/info-pub/pub ）or verified on the website of the administrative authority.
（*）業績要求Requirement for Bidder's reference:
****年*月*日至投標截止日（以合同簽署時間為準），投標人所投產品氣動滑板閥（刀閘閥）的制造商應具有至少*個合同的中國境內聚乙烯或聚丙烯裝置粉料工況且與投標產品同系列的供貨業績（供貨業績的制造商必須是本次投標產品的制造商），每個供貨業績合同中至少包括一臺不小于**寸的氣動滑板閥（刀閘閥）
From January *st, **** to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the bid Pneumatic Slide Gate Valve (Knife Gate Valve) shall have at least two supply contracts performance of pneumatic Slide Gate Valve (Knife Gate Valve) for PE or PP Plant within P.R.China (the manufacturer of the supply performance must be the manufacturer of the bidding product), and each supply performance contract shall include at least one Pneumatic Slide Gate Valve (Knife Gate Valve) not less than ** inches in size.
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：銷售合同復印件。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱、閥門尺寸、閥門型式及用戶簽字或蓋章的到貨驗收材料。
若業績合同為年度協議，除提供年度協議外，還應提供相應的已到貨訂單，訂單內容或編號應與年度協議相關聯。同一個年度協議下提供*個或以上的訂單及與訂單對應的到貨驗收材料均算為*個有效業績。

If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
未提交業績證明文件，或通過所提供的業績證明文件無法認定滿足上述業績要求的，均視為無效業績。
