項(xiàng)目概況:天津渤化永利化工股份有限公司醋酸催化體系優(yōu)化項(xiàng)目，擬采購(gòu)鋯材閥門(mén)**臺(tái)，分為*個(gè)標(biāo)包（詳見(jiàn)招標(biāo)貨物列表）。投標(biāo)人須按技術(shù)要求進(jìn)行制造、試驗(yàn)、供貨、安裝指導(dǎo)、調(diào)試、驗(yàn)收等技術(shù)服務(wù)和售后服務(wù)，保證設(shè)備的長(zhǎng)期穩(wěn)定運(yùn)行。
資金到位或資金來(lái)源落實(shí)情況:自籌資金，資金來(lái)源已落實(shí)。

*、投標(biāo)人資格要求
投標(biāo)人應(yīng)具備的資格或業(yè)績(jī):（*）投標(biāo)人是響應(yīng)招標(biāo)、已在招標(biāo)機(jī)構(gòu)處領(lǐng)購(gòu)招標(biāo)文件并參加投標(biāo)競(jìng)爭(zhēng)的法人或其他組織。任何未在招標(biāo)機(jī)構(gòu)處領(lǐng)購(gòu)招標(biāo)文件的法人均不得參加投標(biāo)。
The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.
（*）凡是來(lái)自中華人民共和國(guó)或是與中華人民共和國(guó)有正常貿(mào)易往來(lái)的國(guó)家或地區(qū)（以下簡(jiǎn)稱(chēng)“合格來(lái)源國(guó)/地區(qū)”）的法人均可投標(biāo)。
This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).
（*）與招標(biāo)人存在利害關(guān)系可能影響招標(biāo)公正性的法人不得參加投標(biāo)。
Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
（*）接受委托參與項(xiàng)目前期咨詢(xún)和招標(biāo)文件編制的法人不得參加受托項(xiàng)目的投標(biāo)，也不得為該項(xiàng)目的投標(biāo)人編制投標(biāo)文件或者提供咨詢(xún)。
Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.
（*）單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一招標(biāo)項(xiàng)目包投標(biāo)，共同組成聯(lián)合體投標(biāo)的除外。
Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package. except for the case to form a Joint Venture to bid.
（*）只有在法律上和財(cái)務(wù)上獨(dú)立、合法運(yùn)作并獨(dú)立于招標(biāo)人和招標(biāo)機(jī)構(gòu)的供貨人才能參加投標(biāo)。
The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.
（*）投標(biāo)人應(yīng)當(dāng)于招標(biāo)文件載明的投標(biāo)截止時(shí)間前在中國(guó)國(guó)際招標(biāo)網(wǎng)（網(wǎng)址：http://www.chinabidding.com）成功注冊(cè)。否則，投標(biāo)人將不能進(jìn)入招標(biāo)程序，由此產(chǎn)生的后果由其自行承擔(dān)。
Bidders should successfully complete the registration on http://www.chinabidding.com (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.
（*）投標(biāo)人必須是專(zhuān)業(yè)的設(shè)備制造商或?yàn)閲?guó)外制造商針對(duì)本項(xiàng)目的唯一授權(quán)代理商，并提供“制造商資格聲明”（格式見(jiàn)第一冊(cè)第四章格式IV-*-*）。中國(guó)境內(nèi)投標(biāo)人須提供營(yíng)業(yè)執(zhí)照副本掃描件；中國(guó)境外投標(biāo)人的公司須提供注冊(cè)證明文件掃描件。投標(biāo)人為中華人民共和國(guó)以?xún)?nèi)企業(yè)的（不含港澳臺(tái)地區(qū)，下同），掃描件需加蓋公章的；國(guó)外的（含港澳臺(tái)地區(qū)，下同）只需被授權(quán)人簽字。投標(biāo)人為代理商的，還需提供制造商針對(duì)本項(xiàng)目的唯一授權(quán)原件掃描件。
The Bidder shall be professional equipment manufacturer, or the foreign manufacturer's only authorized agent for this project. “Manufacturer Qualification Statement” shall be provided (the format is as per IV-*-* in Chapter IV of Volume I). Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad. Sealing with company stamp for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below). "Letter of exclusive Authority for the project from Manufacturer" shall be provided by agent.
（*）標(biāo)包號(hào)*、標(biāo)包號(hào)*投標(biāo)人須提供覆蓋本次招標(biāo)范圍的不低于SIL*認(rèn)證旋塞閥閥門(mén)的認(rèn)證證書(shū)。代理商投標(biāo)的需提供其所代理企業(yè)的覆蓋本次招標(biāo)范圍的不低于SIL*認(rèn)證旋塞閥閥門(mén)的認(rèn)證證書(shū)。
Bidders with Package *, Package * must provide certification certificates for plug valves that cover the scope of this bidding and are not lower than SIL* certification. Agents bidding must provide certification certificates for their represented enterprises that cover the scope of this bidding and are not lower than SIL* certified plug valves.
（**）投標(biāo)人需提供中華人民共和國(guó)特種設(shè)備生產(chǎn)制造許可證（壓力管道元件TS證書(shū)許可等級(jí)在A*范圍），且認(rèn)證范圍能覆蓋招標(biāo)文件中所有產(chǎn)品。同時(shí)提供對(duì)應(yīng)的《特種設(shè)備型式試驗(yàn)證書(shū)》，型式試驗(yàn)證書(shū)允許的范圍需覆蓋招標(biāo)產(chǎn)品范圍。
The bidder shall provide the Special Equipment Production and Manufacturing License of the People's Republic of China (TS Certificate for Pressure Pipeline Components with license level A*), and the certification scope shall cover all products in this bidding documents. At the same time, provide the corresponding 'Special Equipment Type Test Certificate', and the scope allowed by the type test certificate must cover the scope of the bidding products.
（**）投標(biāo)人需提供API***防火認(rèn)證和ISO****系列或同等質(zhì)量管理體系認(rèn)證 。
The bidder shall provide API*** fire protection certification and ISO**** series or equivalent quality management system certification.
（**）加蓋公章的投標(biāo)人開(kāi)立基本賬戶的銀行所開(kāi)具銀行資信證明或經(jīng)會(huì)計(jì)師事務(wù)所審計(jì)的****或****年度財(cái)務(wù)審計(jì)報(bào)告復(fù)印件（復(fù)印件須加蓋投標(biāo)人公章，如為國(guó)外投標(biāo)人只需被授權(quán)人簽字）。
Bidders shall provide the original Credit Certificates issued by the bank where his basic account is open, or the copy of Annual Audit Report of **** or **** with its company sealing for domestic bidders (excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).

有效業(yè)績(jī)的認(rèn)定條件為：The successful experience shall be identified upon:
提供加蓋投標(biāo)人公章的業(yè)績(jī)合同及技術(shù)協(xié)議復(fù)印件（合同及技術(shù)協(xié)議須體現(xiàn)供貨內(nèi)容、簽字蓋章頁(yè)及簽約日期、用戶的名稱(chēng)、聯(lián)系方式等）。
A copy of the performance contract and technical agreements stamped with the bidder's company seal (the contract and technical agreements should reflect the supply content including working conditions or technical parameters, signature and seal pages, signing date, user name, contact information, etc.).
（**）投標(biāo)人應(yīng)提供制造商對(duì)產(chǎn)品質(zhì)量保證和售后服務(wù)的承諾函原件。
The bidder shall provide the original letter of commitment for the manufacturer's product quality assurance and after-sales service.
（**）投標(biāo)的投標(biāo)代表須提供法定代表人授權(quán)書(shū)（格式見(jiàn)招標(biāo)文件第一冊(cè)第四章，格式IV-*）、法定代表人身份證明書(shū)及被授權(quán)人的身份證明（身份證）；如負(fù)責(zé)本次投標(biāo)的代表為該公司的法定代表人，須提供有效的該公司法定代表人身份證明書(shū)和該法定代表人的身份證明（身份證）。
Power of Attorney of legal representative (the format is as per Section * Form IV-*,ITB Volume One), Certificate Identity of legal representative and the Identification Card of the authorized representative shall be provided; if the authorized representative for the bid is the company’s legal representative, the qualified company’s legal representative certificated and his Identification Card shall be provided.
